Why is territory planning so hard?
Every territory planning project actually requires four distinct jobs. (And the first two jobs are actually a loop that can go on for weeks.)
Phase 1: Territory design
Territory design is real work. Building the initial scenarios from scratch, usually in spreadsheets that aren't up to the task, takes forever. From requirements gathering to wrangling data, to tricky formulas and hand-editing a spreadsheet… Designing the first version of a territory plan is messy.
Phase 2: Feedback
Once you have a territory design, you then get to share it internally for feedback. You'll probably go through round after round of feedback from stakeholders across your organization, many of whom have competing goals. Each round sends you back to tweak the territory plan, which produces more feedback across Slack, email and meeting transcripts, most of it impossible to track. This part is probably harder - and definitely more time consuming - than the design phase.

Phase 3: Deployment

Phase 4: Adjustment
Once your new territories hit the real world, you'll probably find more things to tweak. And don't forget ongoing territory management over the course of the year. Keeping territories balanced and current (as reps move on, new reps come in, management changes strategy) is a slog. Most territories just go stale until the next annual cycle forces a redo.
